Description
When users with Support or other custom System Roles try to access Ultra courses, a "You do not have permission to access this content." error is thrown.
Steps to Replicate
Login to Blackboard Learn as an instructor
Create a test user — do not enroll them in the target course
Assign the following system roles to that user:
Primary: Support
Secondary: Course Administrator, User Administrator
Ensure at least one Ultra course exists on the instance (Original View courses will NOT reproduce the error)
Log in as the test user
Navigate to Admin Panel → Courses
Search for any Ultra course
Click the course name to open it
Observed Behavior:
Course page loads but a red error modal appears: "You do not have permission to access this content".
Expected Behavior:
Ultra course opens without errors.
Resolution / Workaround
Assign the built-in Viewer secondary system role to affected users. This grants course.tools.VIEW and satisfies both security checks. Confirm the Viewer role entitlements are acceptable for the institution before applying broadly.
