Custom Roles are not Able to Execute Rubric or Goals Reports

Course roles created based on the Blackboard Instructor role don't have access to the execution of rubrics reports.

Description

When a user with a role based on the Blackboard Instructor role attempts to open the "Run Report" option under the Tools menu, s/he is only able to view previous executed reports, not to run new reports.
The issue is reported on Ultra and Original course view

Steps to Replicate

  1. Log into Blackboard Learn as an administrator

  2. On the Administrator Panel, create a new Course/Institution role by clicking on the dropdown next to the Instructor (P) role and selecting Copy

  3. Select an existing or new test user and assign the new custom instructor role in a new or existing Ultra course.

  4. Create a new content item and associate a goal or rubric to it.

  5. Enroll on the course as a student, and submit a new entry for the course.

  6. Login into Blackboard Learn with the user with the custom instructor role

  7. Attempt to open the Tools > Goals > Run Reports option as the instructor.

Observed Behavior:
The instructor cannot run new reports, only view the previously executed reports.
Expected Behavior:
Reports are available to the instructor.

Resolution / Workaround

Default instructors can still run the reports. Other users will need to be assigned the course.statistics.report.EXECUTE entitlement.
