Description
When attempting to generate a Rubric Evaluation Report or run Question Analysis in a completed course, the request fails because the course is marked as Completed.
Steps to Replicate
Log into Blackboard Learn as an Administrator
Create an Ultra course
Create an assignment and add a rubric to it
As a student, submit the assignment
Go back as instructor/admin, and grade the item using the rubric
Post the grade
Go to gradebook->grades->Assignment item menu-> Download Rubric Report or Question Analysis and observe that the report works
Mark the course as completed
Go to gradebook->grades->Assignment item menu-> Download Rubric Report or Question Analysis
Observed Behavior:
The report does not display.
The error is:

The report displays.
