Description
Top Tab Tool links give an error instead of taking the User to the tool.
Steps to Replicate
Log in as Admin
System Admin > Tabs and Modules > Tabs > Create Tab > Create Tool Tab
Give title to tab, and select any tool, set Availability to Yes > Click 'Submit'
Top Frame Tab: My Institution > Edit
Under Membership, add the new tool to the "Selected Items" > Click 'Submit'
Go to "My Institution" home page
Click on the newly created tool tab
Expected Behavior:
Link allows access to selected tool feature without issue
Observed Behavior:
The following error is displayed -

Use alternate methods, such as "Global Navigation Menu" or "Tools" to access the needed resource(s).
