Node-level Tool Availability Setting Ignored for Proctoring Tools

When associating a course to a new Institutional Hierarchy node with an enabled tool on the node, that is not active in the Learn instance globally, it does not allow the course to use the tool.

Description

When associating a course to a new Institutional Hierarchy node with an enabled tool on the node, that is not active in the Learn instance globally, it does not allow the course to use the tool.

New courses are not affected by this behaviour, as they are able to use the Proctoring tool with no problem.

Steps to Replicate

These steps require a proctoring tool to be available from a third party provider.

  1. Log into Blackboard LMS as an administrator

  2. Add a proctoring tool in the Admin Panel > Tools, for example Honorlock

  3. Set the Availability to off.

  4. Create two Ultra courses

  5. Create a test in the first course and confirm the tool is not available

  6. Create a Node in Admin Panel > Institutional Hierarchy and ensure the tool is available in the Tools tab

  7. Enrol the second course in the node

  8. Create a test in the second course and confirm the tool is available

  9. Enrol the first course in the node

  10. Edit the test to use the tool

Observed Behavior:

Proctoring tool can't be used as it is not available.
