Steps to Replicate

  1. Log into Blackboard Learn as an Administrator

  2. Create a new Ultra course

  3. Create a new Institutional Hierarchy node

  4. Associate the course to the node and leave it as primary

  5. Enroll an instructor and student to the course and ensure it is accessible to both users

  6. Delete the Institutional Hierarchy node

  7. Recreate the node using the same visible name and identifier as the previous one

  8. Access the course again as the instructor and student

Observed Behavior:

The course is not accessible by the users

Expected Behavior:

The course should be accessible

Resolution / Workaround

Possible workaround would be to rerun the hierarchy association feed file and explicitly set is_primary_association = Y.
