Description
When using Institution Hierarchy Nodes and assigning Course Node Administrators, those users are not able to search for courses that are outside their node while using Course Copy Item search despite being enrolled in those courses.
The courses not part of the node where the user is enrolled as Instructor are showing in the Copy Item course Id list until you activate the search area.
Steps to Replicate
Log in to Blackboard Learn as an Administrator
Create two available Ultra courses: 2026_Course_A and 2026_Course_B
Create a new user with Institution Role = Faculty
Create an Institutional Hierarchy node: 2026_IH
Add the user as an administrator of 2026_IH with the Course Administrator role
Add 2026_Course_B to the 2026_IH node
Enroll the same user as Instructor in 2026_Course_A
Log in as the created instructor
Navigate to Admin Area > Courses > 2026_Course_B and enter the course
Open Course Content > More Options > Copy Items
Verify that 2026_Course_A is visible in the source course list
In the Search by course name or ID field, enter 2026
Observed Behavior:
After performing a search, the results are limited to courses associated with the user's Institutional Hierarchy node. 2026_Course_A is no longer returned in the results, even though the user is enrolled in that course as an instructor.
Expected Behavior:
The Copy Items search should return: Courses available through the user's Institutional Hierarchy permissions, and Courses where the user is enrolled with a course role that permits content access (such as Instructor or Course Builder).
