The LTI Launch resource_link_title paramater is empty in Ultra Environments.
Steps to Replicate
Log into Blackboard Learn as a System Admin
Register localhost as a provider domain
Create a managed LTI Placement
Course Content Tool
Allows Grading
Tool Provder is localhost
Create a Course and add the Placement
Open the Developer Tools
Launch the LTI Placement
Expected Behavior:
The resource_link_title value is not empty
Observed Behavior:
The resource_link_title value is empty
Resolution / Workaround
This was not found to be an issue with Learn, but with a custom Building Block.
