Log into Blackboard Learn as an administrator

Navigate to System Admin > Organization

Create an Ultra Organization and open the Organization

Click on the Announcement section

Click on Create Announcement

Enter the Title, and select All organization participates

Now enter the message with Interparagraph spacing

Select the option Send an email copy to recipients

Click on Send and then click on Post

View the announcement in the GUI
