Dynamic Rendering with Template Variables is not working on Ultra courses

Description

When creating an element with dynamic variable content, for example @[email protected]_name @X@, these variables should be rendered to the current value. In Ultra courses, the notation is not dynamically rendered. The rendering works correctly for Original courses.

Steps to Replicate

  1. Login to Blackboard Learn as an instructor

  2. Enter an Ultra course

  3. Click on + → Create → Document → Add Content

  4. Paste in dynamic variable content in the textbox. For example:

https://hostname/webapps/blackboard/execute/reporting/displayDefinitions?&nav_bridge=admin_course_statistics&hideCourseMenu=true&report_type=course.statistics&course_id=@[email protected]_STRING@X@
