Customer portals using a form POST to initiate SAML login received a 403 error instead of being redirected to the identity

Login to Blackboard Learn as administrator

Sign out and open <code>saml-login-test.html</code> in an Incognito window

Confirm the request redirects to the Identity Provider without a 403 or Not Found error

1. Login to Blackboard Learn as administrator
2. Configure a SAML Authentication Provider
3. Sign out and open <code>saml-login-test.html</code> in an Incognito window
4. Enter the Learn URL and SAML provider ID
5. Run the POST login tests
6. Confirm the request redirects to the Identity Provider without a 403 or Not Found error

The POST request is rejected with a 403 error, preventing SAML login.

The POST request redirects to the configured Identity Provider with an HTTP 302 response.
