Description
When attempting to export a question bank from a course using the "Export QTI 2.1 Package" option, the export fails and displays the error message "Export was not completed".
Symptoms
Observe a stack trace error similar to the one below in the export log:

Steps to Replicate
Log in to Blackboard Learn Ultra Experience as an instructor
Open an Ultra course
In the Details & Actions panel, select Manage Banks
Click on the ellipsis menu (...) for a question bank
Select Export QTI 2.1 Package
Observed Behavior:
An error message "Export was not completed" is displayed, and the export process fails.
Expected Behavior:
The question bank should be exported successfully.
