Matching Questions with more than 10 Questions do not have Common Tools Option

When creating a Matching Question that has more than 10 questions in a test canvas, the VTBE Add Content button is missing the Common Tools (Insert Local Files and Insert from Content Collection) option.

When creating a Matching Question that has more than 10 questions in a test canvas, the VTBE Add Content button is missing the Common Tools (Insert Local Files and Insert from Content Collection) option.

Symptoms

Common Tools is missing from Content Editor

Steps to Replicate

  1. Log into Blackboard Learn as administrator

  2. Go to the Admin Panel

  3. Create and access an Original course

  4. Go to Content > Test

  5. Click on Create

  6. Enter a Name and click Submit

  7. Click on Create Question > select Matching

  8. Select 11 for Number of Questions

  9. In question 1, select the icon to open the full content editor

  10. Click on the + to Add Content

Common Tool option is missing and there is no option to lower the number of questions

Expected Behavior:
Common Tool option is available
