Submission Attachments Stored Outside Embedded Folder Cause API Download Failure

Description

Steps to Replicate

  2. Navigate to System Admin > Courses > Create an Ultra Course

  3. Create an assignment in the course

  4. Enroll a Student

  5. Access the course as the student and submit the assignment with a PDF attachment

  6. As an administrator, execute the Gradebook Attempt Files download REST API call for the submitted file
    /learn/api/public/v1/courses/{courseId}/gradebook/attempts/{attemptId}/files/{fileId}/download
