Buggy Edit Mode when Edit Menu Privilege is Disabled

Edit Mode not showing correctly when ''Edit menu'' privilege is disabled.

Description

This is for a SaaS environment with Ultra turned on using Classic courses. When logging in with a role with the "edit menu" privilege disabled. If you go to a content item, and then back using breadcrumbs, the edit mode will appear as ON but the actual create content menus are missing. On the other hand, with the privilege set to enabled, the issue does not occur.

Steps to Replicate

  1. Logon as an Administrator

  2. Go to System Admin > Users > Course roles > Instructor > Privileges

  3. Restrict the Course/Organisation (Menu) > Edit privilege

  4. Create a Course

  5. Enroll a User as Instructor in the Course

  6. Logon as the Instructor

  7. Click on any Content areas from the Course Menu

  8. Notice how Edit mode is On > The action bar is on > The + sign to add Course Menu is off

  9. Click on an Item in the content area you are in

  10. Go back using the breadcrumbs

Observed Behavior:
Edit mode is On, the action bar is OFF, the + sign to add Course menu is off

Edit mode is On, the action bar is on, the + sign to add Course menu is off
