Screen readers do not recognize Content Editor instructions to access toolbar options.

Description

The content editor instruction to access toolbar options (Press Alt+F10) is not recognized or announced by screen readers.

Steps to Replicate

  1. Install the NVDA screen reader application

  2. Log into Blackboard Learn Ultra Experience as an instructor

  3. Open any Ultra course

  4. In the Course Content area, click the plus (+) icon, then select Create -> Document

  5. Launch the NVDA application

  6. Under Select a type of content to add a block, select Content

  7. Press the Tab key to move focus into the Content Editor

  8. Listen to the NVDA screen reader output

Observed Behavior:
The screen reader does not announce the instruction to access toolbar options (Press Alt+F10 to access toolbar options).

Expected Behavior:
The screen reader should announce the instruction to access toolbar options (Press Alt+F10 to access toolbar options).
