Users can be assigned the same institution role for primary and secondary roles via Student Information System (SIS) Integration, this is not an option through the user interface.

1. Log into Blackboard
2. Browse to System Admin > Users > Create User
3. Enter First Name, Last Name, Username, and Password
4. Ensure the Primary role is set to Student
Note that since Student has been set as the Primary role, Student is not available to add as the Secondary role.
5. Create a text file with the following information:
​Header: external_person_key | role_id
Data: [username for user who was just created] | STUDENT
6. Browse to System Admin > Data Integration > Student Information System Integrations > Create Integration > Snapshot Flat File
7. Add an Integration name, change the delimiter to match the text file, and set the status to Active
8. Change the Data Source to 'Use the same Learn Data Source for all new inbound data' (SYSTEM, for example)
9. Click Submit

Expected Behavior:
Some sort of error prevents SIS integration from allowing the same role to be applied as both Primary and Secondary, to match the behavior seen in the GUI.

Observed Behavior:
The role is duplicated as both Primary and Secondary.
