SIS XML Snapshot is randomly disabling Users in Courses after the feed file is ran.

Steps to Replicate
Log in as System Admin
Go to System Admin > Building Blocks > Data Integration
Upload a Snapshot XML for Feed Files
Go to System Admin > Tools and Utilities > Logs > SIS Logs
Expected Behavior:
No Students are disabled from Courses
Observed Behavior:
An error is generated in the logs and some Students are disabled from Courses:
Caused by: org.postgresql.util.PSQLException: ERROR: current transaction is aborted, commands ignored until end of transaction block
