Teaching Assistants and other high-level course users who lack the 'course.gradebook-reconcile.EXECUTE' permission encounter a broken interface when attempting to view unreconciled peer reviews.

Log into Blackboard Learn as an administrator user

Go to Admin &gt; Courses &gt; Create Courses

Go to course content and create an assignment that has the peer review option enabled

Add 2 students and 1 user with the "teaching assistant" role

Log in as each of the 2 students and take the assignment and the peer reviews.

Now, log in as the TA and go to the assignment submissions

1. Log into Blackboard Learn as an administrator user
2. Go to Admin &gt; Courses &gt; Create Courses
3. Go to course content and create an assignment that has the peer review option enabled
4. Add 2 students and 1 user with the "teaching assistant" role
5. Log in as each of the 2 students and take the assignment and the peer reviews.
6. Now, log in as the TA and go to the assignment submissions

Expected Behavior: After assignments are submitted, you will be able to open the submission which is submitted by students Observed Behavior: Throws an error, and no submission is present. "Peer reviews were not started because there were not enough submissions. Please review your assignment settings."
