SAML authRequests are unsigned resulting in SSO authentication failure

Description

During the initial release of Blackboard version 4001 to Test and Staging systems, SAML authentication failures occurred on attempting to use single-sign on (SSO).

Steps to Replicate

  1. Navigate to Blackboard Learn Ultra Experience

  2. Attempt to log in using a configured SAML authentication provider

Observed Behavior:

Authentication fails and in the logs the following is observed: SAML authentication failure: Did not decrypt response

Expected Behavior:

Authentication is successful when using a SAML authentication provider.
