Instructors enrolled in a large number of courses will encounter 429 errors when accessing the Ultra Stream due to excessive stream entitlement checks

Description

Instructors with a large number of course enrollments will experience errors when accessing the Ultra Stream. The issue occurs when a large quantity of telemetry notifications results in excessive stream entitlement checks.

Steps to Replicate

  1. Log into Blackboard Learn as an administrator

  2. Ensure a test Instructor is Enrolled in a Large number of Courses

  3. Generate a large quantity of eligible Telemetry Notifications for the test instructor

  4. Access the Ultra Stream as the test Instructor

  5. Refresh and Browse through the site several times

Observed Behavior:
The instructor will encounter an error when accessing the Ultra Stream

Expected Behavior:
The Ultra Stream should load without returning unexpected errors.
