Log in to Blackboard Learn as a Administrator

Create a Course and add a test user as an Instructor

Create a Document in the Course

Create a custom system role with the documented Node Repository privileges

Go to Admin Panel > Institutional Hierarchy and create/select a hierarchy node

Add the test user as a Node Administrator and assign the custom role

Sign in as the Node Administrator and navigate to Tools > Learning Object Repository > Node Repository

Click the ellipsis (...) menu and select Copy Items

Select the Document from the course and click Start Copy

Observe that the copy fails with a "You do not have permission to access this content"
