Notifications Fail for Users in 500+ Courses

Users enrolled in >500 courses do not receive notifications and Activity Stream fails to load

Description

Users with the Tutor role do not receive notifications in the activity stream when a student submits a new submission.

Steps to Replicate

  1. Log in to Blackboard Learn Ultra Experience as an administrator

  2. Navigate to System Admin > Courses > Access a course

  3. Enroll a user with the Tutor role and a student

  4. Submit the assessment

Observed Behavior:

The user with the tutor role did not receive the notifications when a student submitted a new submission.

Expected Behavior:

The user with the tutor role should receive the notifications when the student submits a new submission.
