Some Users do not receive email or UI notifications from Course actions.
Steps to Replicate
In a SaaS Environment:
Log into Blackboard Learn as a System Administrator
Create and access a Course
Create a User and Enroll it as a Student
Create a file in the Course
Log in as the Student
Expected Behavior:
The Student has notification of the new file
Observed Behavior:
The Student does not have notification of the new file
