Description
Notification emails are being sent in the Administrator user language instead of the System Default Language Pack. This behavior is not present in SaaS (non Ultra) or Original (9.1).
Steps to Replicate
Log into Blackboard Learn (Ultra environment) as System Administrator
Navigate to a User Profile by clicking on the username on the left menu
In Language choose a language different from the default language (i.e French)
Create a course and enroll a Student User (Student A)
Log in as Student A and choose the system default Language Pack, (i.e en_US) as the user language
Log in as another user
Navigate to the course created in Step 4
Add some content
Observed Behavior:
The user receives the notification in the Administrator language (French in this example)
Expected Behavior:
The Notification email's language matches the System Default Language Pack.
