Users Are Not Returned by the /learn/api/public/v1/users API When Filtering by Lowercase Institution Role IDs

The /learn/api/public/v1/users?institutionRoleIds= endpoint does not return users when the specified Institution Role ID is stored in lowercase.

Description

The /learn/api/public/v1/users?institutionRoleIds= endpoint does not return users when the specified Institution Role ID is stored in lowercase.

Steps to Replicate

  1. Log into Blackboard Learn as an administrator

  2. Navigate to Administrator Panel > Institution Roles

  3. Create a new Institution Role with a lowercase Role ID

  4. Assign the Institution Role to one or more users

  5. Execute the following REST API request using the lowercase Role ID: GET /learn/api/public/v1/users?institutionRoleIds={role id here}

  6. Review the API response

Observed Behavior:
The API returns no users, even though users are assigned to the specified Institution Role.

Expected Behavior:
The API should return all users assigned to the specified Institution Role, regardless of whether the Role ID is stored in lowercase or uppercase.
