Description
When Ultra navigation is enabled, creating a Grade Center report inside an Organization does not populate lists for selecting specific Users or columns.
Steps to Replicate
Access System with Ultra navigation enabled, as an Administrator
Create an Organization with original view
Create a test User and enroll the User as a participant into the Organization
Access the Organization and navigate to the Grade Center
Hover over Reports and click Create Report
Scroll down to "Users" and click "All Users in Group", or "Selected Users"
Observed Behavior:
Empty list box appears, when there should be a list of Users or Groups shown, depending on the selection. The issue also happens in the "Columns" selection
Note: If the organization is opened in a new window, the problem doesn't happen
