Text Editor Spellcheck issues when using custom dictionaries.

Steps to Replicate

  1. Access System as Administrator

  2. Go to: System Admin > Spell Check Dictionaries

  3. Add a new Dictionary (in this case we will add a new French Dictionary)

  4. Create a new Course shell (e.g. course_spell_check_01234)

  5. Enroll User with Instructor role

  6. Enter new Course

  7. Create a new item in the Course (Course > Build Content > Item)

  8. Set the newly downloaded dictionary in the Text Spellchecker

  9. Type some words in the Text Editor. E.g below:

Clotilde Clovis Cloé Cloé Clémence Clémentine Cléopâtre Cocteau Coire Colisée Cédric Côte-Nord Djibouti Boite Dionysos Drôme house sun

Expected Behavior:
The custom spellchecker should work consistently

Observed Behavior:
When forcing the Course to use the English(United States) Language Pack in the Course, the new dictionary seems to work ok. However, when switching to the France Language Pack we see different results
