Description
Learn is not displaying properly the borders for tables created via HTML code when the Instructor clicks on the Question Preview button.
Steps to Replicate
Access Environment as Admin
Create a new Course shell in Original Course View (e.g. course_id: course_123_pool)
Create at least one User and enroll it as Instructor (e.g. Ad456)
Access Course "course_123_pool" as Ad456
Go to: Course > Control Panel > Course Tools > Tests, Surveys and Pools > Pools
Create a new pool: Build Pool and input a Name
Create a new question (e.g. True/False)
In the VTBE, click "Show more" to view the "HTML Code View" button. Click on it to input HTML code directly to the Question Text
e.g.

Save the question
Create a new Assessment (Course > Content > Assessments > Test > Create > Reuse Question > Find Questions > Copy or Link selected question > Choose the two questions created in Pool1)
Notice that tables in HTML display correctly
Complete the Test creation
Access the Assessment and we can still notice the tables created via HTML code display properly
Go back to see the Pool questions (Course > Control Panel > Course Tools > Tests, Surveys and Pools > Pools > Pool1 > Edit)
I've added a new question taken the HTML intact from the Client's Production Server
Click in the "Detail" button to see the Preview
Expected Behavior:
The HTML code, especially the table with borders should display correctly in the question Preview
Observed Behavior:
Learn is not consistent displaying the borders for tables created via HTML
