Japanese Date Text is not Rendered Correctly in New Box View

New Box View converts dates which use Japanese characters to Arabic mm/dd/yyyy format.

Description

Japanese formatted date text is displayed different in New Box View, for example "4月5日" will be displayed "4/5/2019".

Steps to Replicate

  1. Log into the Environment as a System Administrator

  2. Enter any Course

  3. Create an Assignment

  4. Quick Enroll into the Course

  5. Begin an Attempt for the Assignment

    • Attach a document file which includes a date in Japanese

  6. Submit the Attempt

  7. Look at the Attempt Preview in new Box View

Expected Behavior:
The Japanese date would be displayed with the Japanese characters which were used in the original document
​Observed Behavior:
The Japanese date displays using Arabic Numbers in mm/dd/yyyy format
