When a file item is created in a content area and attach an HTML page, the display for the page is near double the height of the document leading to half the area as white space.

1. Create a content area in the course
2. Create a file item: Attach an html document
3. Click on newly created file item

Document loads in an area roughly twice the height of the document, with trailing white space
