Description
The Course Performance Report is available even when the Goals tool is disabled at the System Administrator level.
Steps to Replicate
Log in as an Administrator
Go to System Admin Panel > Tools
Go to Goals and set Availability to Off
Navigate to a course
Go to Control Panel > Evaluation > Course Reports
Observed Result:
Course Performance Report is available and when run says: 'Goal Set: This value is required and must be provided to continue.'
Expected Result:
Course Performance Report is not available.
