Log into Blackboard Learn as an administratoror with a user with the necessary privilege to manage Content Collection

Create a folder within the Institution folder

Navigate to the folder and select Build > HTML Object

Name the file and select (+)

Under Common Tools select Insert Local Files and upload a desired file

Observe the link to the uploaded file is added to the HTML file

Submit and observe the uploaded file is present in the folder

Select the chevron icon next to the HTML object > select Edit in Blackboard

Select (+) > Insert Local File
