When sending a message to "All Students" in Ultra courses, the message header displays users who are enrolled but set to unavailable (ie uncheckecked "Allow access to course"). When sending the message their names appear in the recipient list, causing confusion for instructors.

Steps to Replicate

  1. Log into Blackboard as an administrator

  2. Create Ultra course

  3. Enroll multiple students

  4. Set one or more students to unavailable (disable "Allow access to course")

  5. Send message to "All Students"

  6. View sent message header

Expected Behavior:

The header should only display users who actually received the message, in this case, all students

Observed Behavior:

The header displays all enrolled students, including those set to unavailable, even though they do not receive the message
