Students can't see the item that an LTI item is conditioned to in Ultra

Description

Courses with LTI items and release conditions are not showing the items that are conditionally available to students.

This way, students don't know which items need to be completed so that they can access the LTI item.

Steps to Replicate

  1. Login to Blackboard Learn as an Administrator

  2. Enter an Ultra course

  3. Create a Test

  4. Create an LTI

  5. Set the release conditions for the LTI item so that the Test needs to have certain points to make the item available

Observed Behavior:

The LTI item does not show the 'Content isn't available' message

Expected Behavior:

The LTI item shows 'Content isn't available,' and when hovering over it, it shows the item it's conditionally linked to
