Description
When creating terms through the UI, a name is required. However, terms can be created without a name when using a feed file in SIS.
Steps to Replicate
Log into Blackboard Learn as an administrator
Navigate to Admin panel > Data Integration > SIS > Create Integration > Snapshot Flat File
Create a feed file for term creation with the 'Name' field left empty
Select the Integration and upload feed file
Observed Behavior:
The feed file runs successfully and creates terms without a name.
Expected Behavior:
The SIS operation should fail and not allow terms to be created without a name.

This causes several issues within the application along with other tools such as Ally integration as courses associated with a term with no name cannot use the Ally integration.
