When accessing a course through the Tools module > Send Email, the Single / Select Observer User option does not allow single section. All observers are listed instead of the option to pick individual users.

When accessing a course through the Tools module > Send Email, the Single / Select Observer User option does not allow a single section. All observers are listed instead of the option to pick individual users.

Steps to Replicate

  1. Log into Blackboard Learn as an administrator

  2. Create a course

  3. Create an observer user with the Observer institution and system roles

  4. Create a student and use Observer Associations to add the observer

  5. Enroll the student in the course

  6. Enroll an instructor in the course

  7. Log in as the instructor

  8. Navigate to 'Tools' module > Send Email

  9. Click the course

  10. Click on Single / Select Observer users

Observed Behavior:
The 'To' area acts like the Select All option. There is no option to pick individual observers.

Expected Behavior:The 'To' area should be a box to pick observers.

Resolution / Workaround

Access the course directly and reach Send Email under Course Tools.
