Archive/Restore does not Preserve Mime type of Files Without file Extension in Name

Archive/Restore does not preserve mime type of files without file extension in name.

Description

After migration where some Courses were Archived/Restored, in some Courses, there are html files attached that redirect Users to a youtube page instead of a normal html link in BB. In the restored copy, the Browser downloads the html file instead of automatically opening it and redirecting.

Steps to Replicate

  1. Create a new test Course

  2. In notepad > create a test html file > write something in it > save as "something.html"

  3. In Blackboard navigate to Content Area > create file > upload the test html file

  4. Click the file in BB

  5. Observe that the Browser displays the file inline because it is html

  6. Control panel > Content collection > Course ID > test html > edit settings

  7. Rename the file to remove the ".html" from the end but keep the mime type as text/html

  8. Click the file in BB

  9. Note that the file displays in the Browser

  10. Archive the Course

  11. Restore it to a different server

  12. Click the html file

Expected Behavior:
File displays inline like in the source Course
Observed Behavior:
Browser downloads the file

Check the mime type of the file in the restored Course, it is "application/octet-stream'
