Custom course badge image is not visible to non-enrolled users with Achievement privileges.

Description

When a user who has privileges to manage Achievements, but is not enrolled in the course, creates a course badge using a custom uploaded image, the badge image is not visible to them after the badge is published.

Steps to Replicate

  1. Log in to Blackboard Learn as a user with privileges to create Achievement

  2. Open an Ultra course

  3. Navigate to the Achievements tab

  4. Select + Add Course Badge

  5. Enter a badge description

  6. Select the Choose a custom badge image icon

  7. Upload a custom image file and save the badge

  8. Configure a Gradable item and a Requirement

  9. Publish the badge

Observed Behavior:
The custom badge image is not visible to the user who created the badge.

Expected Behavior:
The custom badge image should be visible to the user who created the badge.
